I personally think he is going to revamp QUILL with it and they are going to wind up being the antagonistic organisation of the next game

Honestly, anything could go at this point. Heck, maybe Xiao and Nori team up to become the main antagonists, while Copen finally comes to accept adepts as part of scociety to implant the muse back into Mytyl. Also GV and Quinn start a relationship. That's my headcanon, anyway.
