Sagat is the perfect counter for defensive Shotos and grapplers. Just keep your distance for a bit, dash in with the Knee and be ready for some Dragon Punches against Shotos. For grapplers, throw some Tiger Shots until they start getting close, then use some specials and Supers. Best to get a few quick hits in with a jumping roundhouse or some crouching punches.
