i am making a team and can't decide which pokemon is a better water type.

    lapras is better beacause lapras is ice water type and that means it can learn ice moves to attack grass types

    Milotic. It has high Sp.atk and Def. Lapras has a few more weaknesses than Milotic. But there is a Lapras in Gen1 that can learn Solar Beam. Give it Hydro Pump, Thunderbolt and Freeze Dry, you have one to cover all types

    Lapras is bulkier and also has the ice type advantage against some Pokémon
