It wasn't Tingle because it was stolen before he got to Windfall. The real theif might have died while trying to escape the cell since Link finds skeletal remains near the chest and the Killer Bees say no one was able to find him.

never mind what i said since the markings in the chest room in tingles cell dont credit them being carved by tingle. so if the original thief's remains are in there then why are there so many other skulls? many other players have theorized that tingle is a serial killer. btw which lines of dialogue hint at there being an original thief who isnt tingle?

you said its possible the original thief is dead. theres a theory that tott the elvis guy is dead (look it up on youtube). plus tott hangs out close to the jail and he seems interested in his "image" so maybe he stole the pictobox then died
