    go to the jail above the red lion boat and move the jars way in the corner to free mr tingle. then gp to the guy in the blue fluffy coat and buy the sail for 80 rupees.

    also go to the auction house on windfall island and try and get the swift sail it is better than the origonal but you have to get the wind waker first (the item not the game)
