    First off, you need to complete chapter ?? to get a skell license. Then each skell will have a level req. in the stats. Hope this helps... >.<

    Well, complete chapter 6 and this skell liscence screen will pop up. Go to the barraks to find vandham and talk to him. After that, complete every exam and go to the hangar and talk to i believe its walter and he should confirm that you have the, all done. After that u get ur first lvl.20 skell. Good luck
