  It really depends on your level and if you have a skell or enough credits to scout players whose avatars have absurdly high stats like 2k Ranged or Melee Attack or if you don't mind TP self reliant EBD scouts with Ghostwalker or Factory (it's hard to find one without any of these arts).

  Lvl 30-50 with skell: Depending on the stats (ranged I think) one or a few uses of Phoenix (right back weapon that takes up both back slots) on a lvl 40-50 Ictus in Primordia (some are only at night northeast of NLA under the dome platforms and during the day north of NLA at Third Plateau landmark if I remember right) should be enough to defeat it. I'd have 2 skells with it and save before though.

  Lvl 50-60 with skells & flight: Same method on the lvl 60 enemies (non-flying) like the Dilus which is easier than the Cervus there, a friend said he leveled up from the Aeviters there but I haven't tried and don't know what weapons he used or the amount of EXP & Class Points gained. Or you can risk it and use Phoenix on Joker's henchmen (lvl 60 Blattas around lvl 90 Joker) and immediately fly up.

  Note that while Joker is lvl 90, he's the easiest tyrant of lvl 90 & up and can be beaten with lvl 50 skell but can still beat the unprepared. Also, the flying indigen circling the area is VERY strong but won't attack you unless you do first and the range of Phoenix is nowhere near that far so dont worry about it. Cervus will likely need 2 or more lvl 50 skells with Phoenix. Now for scouting...

  Some scouts have stats seem like cheating but are completely legit, I've reached atleast 2500 on both Ranged & Melee Attack and 1k Potential (but NOT at once, completely separate builds) through FAR too much farming. Those stats I got are completely legit. Some DO cheat though...I can't recommend them though... Simply scout players with these legit stats & fight Hayreddin (giant ape) near NLA.

  My scout usually has 100 Treasure Sensor & +2k Ranged Attack but is Sniper Toppling for a friend rn (still has 100 TS though) & I doubt it can beat Hayreddin right away (if at all due to low HP & Evasion), so I'd suggest Isami's scout *VERY high Evasion and Ranged Attack* who I believe keeps his scout the same. Isami's scout: Lvl 60, Sniper, Knife, either Full Metal Jaguar or Astral Crusader.
