    You're not supposed to go to the Forsaken Fortress yet - you don't have the Master Sword. There should be an island marked in blue on your sea chart. Try heading there instead. And the arrow behind the boat indicates which direction the wind is blowing. It's not meant to be used as an indicator of where you should go next.
