SPOFS の X 座標が 399 だと、画面の右端を越えている状態ですね…。 X 座標は 0 ～ 399 の間になっていないと、見えない場合が多いです。 (SPHOME で原点を変えている場合には見える場合もありますが、デフォルトの状態では原点が左上になっているので、399以上では見えない位置になります。)

スプライトのサイズを変更するのは、SPSCALE ！例えば、SPSCALE 0,2,2 で縦と横が2倍になります。
