    If they would add Raichu, many peoples may feel strange to see Raichu on Smash, especially with Pikachu and this fact; if Pichu is a weak version of Pikachu in Melee, then Raichu will be a strong version of Pikachu. So, why would you choose Pikachu if you have Raichu if it's much stronger than Pikachu? But in my opinion, I would like to see Raichu in Smash, whenever it's a Character or Trophy.

    Maybe they could completely change Raichu's moveset so he's a completely new and unique character. Or It could be the same deal with Mario and Dr. Mario where one is well rounded(Pikachu/Mario) and one is slower but more powerful(Raichu/Dr. Mario).

    Also I agree with you on the whole Pichu and Pikachu thing. Pichu is a character someone would use to embarass their little brother/sister at his/her birthday party.
