It's the time on your 3ds clock. So if you go to the home menu on your 3ds and see 21:00 (9:00 PM), then if you go soar to Nameless Cavern, you will find Azelf.

Just make sure you don't change your 3ds clock. If you do, then it disables any time-based legendaries for at least 24 hours. Also, just so you know, the Johto Beasts and the Sword Trio also appear based on time. The beasts depend on minutes past the hour, while the Sword trio depends on day of the week.
