New 3DS ZL and ZR buttons?

Is there anyway to actually change the ZL and ZR buttons actions? I can't seem to find any thing about them at all!

    I really wish this was better optimized for the new 3ds. I mean they touted the faster loading times and buttons, so why aren't those features fully utilized?
