The Iron Boots is inside the island of fire or ice, I don't remember which one. You will need the Fire/Ice Arrows to get inside the islands. If you want the Fire/Ice Arrows, you need to see the Queen of Fairies who waits inside the Mother & Child Isle. To go inside the Mother & Child Isle, you need the song that Cyclos teaches you. To learn the song, find Cyclos inside any tornado and use the Bow.

Iron Boots are in the Ice Island, one square west of the Forest Haven.
