The Legend of Zelda: A Link Between Worlds

I need assistant on this level. This is the 2nd quest and i'm stuck all the way. I lit up all the lights but that one dark eye above the litted eye isn't awaken. Yes up a floor the windows are shining but nothing happened. Anyone knows an answer? (Will keep trying untill then)
