This requires lighting up torches leading from King Zora. There are four torches that need to be lit, not counting the ones at the bottom of the stairs. Lighting that doesn't do anything to make the chest appear, but it does help make the distance shorter to the four torches. This might take a few tries considering their is a drop-off before getting to the waterfall that two torches behind it.
