Seems like Wave Dashing does exist in Smash 4.

But it's only possible with Pikachu. Might as well call it, "Pika Dashing." or, "Quick Dashing."

Ok. It's actually really simple to perform. All you have to do is, do a short hop, use Up-B and then direct it towards the ground at an angle while imputing the direction you want to go in. I say this is great for mind games and continuing combo strings.
