    you must be at windfall island to get it when youre in windfall island get to a guy thats dressed in alaskan clothes like for winter and he'll sell it to you for 100 rupees i suggest getting 150 rupees so that you have little extra cash with you for later in the game if you want an upgraded sail for later in the game later in the game go to an auction held at night in windfall island and win the.
