I don't get why they made most new gen 2 Pokémon to only be available in Kanto or Mt. Silver, which by that point you already have a full team that you won't replace unless it's fully necessary.

    i think "most" is an exaggeration, but yeah, it's really stupid that a lot of stuff's only available then. crystal and hg/ss both fixed a fair amount of them (though sadly they stupidly left out some of crystal's reparations in hg/ss - looking at you, sneasel-not-being-on-the-ice-path-and-being-mt-silver-again) but some like houndour are still left out

    my point is that there were many new pokémon only available postgame, and johto contained a lot of kanto pokemon, making it hard to have a team with many johto pokemon. trainers such as gym leaders also have many kanto pokemon instead of representing a lot of the new ones. falkner is a prime example. hoothoot is available then, but instead he has a pidgey and pidgeotto. i could be wrong though

    you're definitely right about the gym leaders, out of them, falkner, bugsy, morty, and chuck all had kanto-only teams, even thoough stuff like pineco, misdreavus, the aforementioned hoothoot, and hitmontop existed granted bugsy's main 'mon does evolve into a gen 2 pokemon and shows up as a scizor in things like rematches but those weren't even in the original g/s/c
