I had to buy like 50 flowers from Leif for the watering can. The the Silver Shovel you get after you donate i think 20 fossils and you get it from the second floor of the museum that you have to pay for. Same with the net and fishing rod with 20 bugs and fish donated. Golden Shovel you get from buying 50 fertilizer from Lief and Golden Axe (Doesn't Break) by buying 50 saplings.

Golden Watering can you get by talking to Isabelle after having a perfect town for 15 days straight. Golden Fishing Rod you get from Chip when you donate all the fish and deep sea creatures. You get the Golden Net from Nat when you donate all the bugs. You have to work really hard. It sucks sometimes.
