The Shiekah that you speak of can be found in kakariko Village. He talks about a fairy, so there's a side quest involved. After that you'll find him at all of the stables.

@Eric: Oh, you meant Pikango (seen below). He isn't a Sheika, he's a Hylian. It's the reason why no one in Kakariko Village would tell him where the Great Fairy fountain was. They don't trust him simply because he's an outsider. But you don't need to speak to him. You can activate any of the memory cutscenes as soon as you find them.

After you show Pikango the picture of the fairy spring, talk to him again, and he'll ask you (or at least mention) about you pictures.
