    you get the fire and ice arrors and go to fire island and use the ice arrors to get inside then get the chest

    you get the ice arrors with the ballad of gales by using it to go to square b2 then talk to the fairy queen and get then then go to square c6 shoot ice arror at top at the giant flame then go inside you have five minutes to kill all the enemies then open the chest get the power bracelets and leave from where you entered there got them your welcome hope this helps
