    No. Have never been able too. You can transfer from VC Red, Blue, Yellow and soon Gold and Silver to Pokemon Bank and Gen7 using Pokemon Transporter though. Thats it.

    The 3DS cannot connect to gba, however previous DS systems (DS and DS lite), have gameboy advanced slots, and u can transfer Pokémon from gen 3 to 4 if u have a gen 4 game in the DS slot and gen 3 game in the gameboy slot. Therefore only gen 3 and onward can be transferred forward, but not backwards I believe.

    Basically, gen 1, 2, and 5 pokemon can be transferred to gen 6 and 7 via Pokémon Bank, and gen 3 and 4 pokemon can be transferred to gen 5 then to gen 6 and 7 using Pokémon Bank. Not all of this information may be correct because I do not own Pokémon Bank personally.
