If you're having trouble getting the enemy to drop Treasure Sensor gear, you can buy it by raising Candid & Credible's AM to lv.5. At that point, all of their armor will come standard with the Treasure Sensor trait. However, C&C doesn't become available until /after/ you complete chapter 5. It's possible to find treasure sensor gear long before then, but it heavily depends on luck.
