    You need to get the Ballad of the Gales by hitting Cyclos with three arrows after sailing into one of his cyclones. Then after completing the Forsaken Fortress the 2nd time, play the song and warp to Mother and Child Isles. It's the top left island you can warp to. You'll get those arrows there.
