It's never too early to start crafting augments. All it takes is a decent number of mining probes, which are plentiful and easy to find, so long as you spend time exploring. I haven't even touched chapter 4 yet, and I already have enough materials to start crafting lv.XX Slayer augments. And these bad boys, in particular are a must, 'cuz they're gonna come in handy for chapters 5, 11, and 12.
