    Ifnyou go by the book IT was never intended to be scary, the clown was just his favorite form to take. Clowns can easily approach children without them running away. The 'scary clown' was something more for the old series and recent movie. IT, in the novel, would lure in the children then feed off their fears and become what they were scared of most.
