If you want to lift that head stone you're going to need the bracelets. You'll find the bracelets on the fire island (south of Dragon Roost Island). To enter the fire island you need to shoot it with an ice arrow. To get ice arrows you need to speak with the great fairy. To warp to the great fairy you need the ballad of gales. You get the ballad after you beat Cyclos at sea with arrows.

East of the Greatfish Isle you'll find a big cyclone at sea. Sail into it with your boat and when Cyclos appears shoot him with arrows. You have to be fast or he'll warp you away and you'll have to try again.
