It's a lv.72 Fal-swo tyrant, that only shows up at night. But you'll need the flight module to reach it, since it's high above the mountain in that area.

@Wild Guy: There isn't a quest giver for it, so you can fight it anytime you want. Simply set it to night time.

*continued Also, you don't need an Ares 90 to beat it. Any skell will do, so long as it's equipped with gravity weapons and Mechanoid Slayer XXs. This is my avatar and her lv.50 Lailah-ST and she handled it on her own, without breaking a sweat.
