The in-game 3DS game, Puzzle League. Play it enough and you'll get it and the flooring, plus some other surprises. You get the 3DS either from the playcoin fortune cookies or, more reliably, by getting an Animal Crossing or other eligible Amiibo figure and bringing their RV in with Wisp. The 3DS and Wii U may not be on display, but you can order them from any Amiibo RV.

A specific Amiibo - I want to say Lottie, maybe Isabelle. Mabel definitely gives an Able Sisters one, and Tom and the Nooklings give a Nook one. You'll get a plain black from characters who don't have specific or the fortune cookie.
