The only reason I could think of is because of Gym leader Viola's name being potentially offensive in a different language. But that wouldn't explain the ORAS communities not allowing it.

I just read PF2M's comment ~ they never officially revealed Pokemon like Volcanion and Diancie until months after the original release. Imagine what would've happened with a pic of Volcanion showing up here! Also, Pokemon games are pretty easy to make into a fan-game. Let's say some fan-games may make your raids seem tame.
