    Turns out there really IS a way to play as Shadow. they snuck it in really deep, and I tried so hard to find it, but I finally found out how

    You have to load up your game and you have to create a savestate for each level in the following order: Emerald Hill Zone, Hill Top Zone, Oil Ocean Zone, Aquatic Ruin Zone, Metropolis Zone, then Mystic Cave Zone.

    When you have to back track to a previous level, you must actually restart the game and play to that level too. If you just use level select, it will not work. You also can't be Super Sonic or else it'll turn off the chance to unlock Shadow.

    After you do that, this is the tricky part, you have to actually delete your save data. After you do that, you do the level select code and go to the level select screen. Play tunes 06, 18, 2,0, 0, and 1. It should play a sound byte saying "I am the ultimate power" Then you pick him in your character select screen
