I found a couple who seemed down on their luck against the side of a building, coughing and dirty. So I waited until noone was around then gave them a bunch of money. The woman pocketed it and soon after walked off to a food stand! I fully expected her to act like every other NPC and just wander aimlessly, but instead she actually made use of my money! I'm really happy about this for some reason.
