    Alex, only the ones that are holding an icon game he got by streetpass, the others he got by internet. to get more people in your plaza (sorry, i dont know the name in english) by internet for free, download a pokemon game called pokemon rumble world. then, call people by internet! you can get 3 people all day. also, you can call more 3 people paying 10 play coins. hope i help.
