    You close your 3ds while its still on, but with 0 games or applications open. Then you go outside with it in a bag,pocket,etc. and hope someone with streetpass going on, passes you.

    You actually can StreetPass other people while you have a game or application open. Not original DS games though, because those disable the 3DS features. And your wireless connection needs to be turned on! Also, try doing a web search for "StreetPass relay points" for a list of local stores that automatically pass on tags from recent visitors when you bring your 3DS.

    Try going to McDonald's, Burger Kings, Best Buys, or Barnes and Noble. Those places typically have the relay system working.
