    LOL, that software is used to install (usually) stolen games, cheats/hacks and unlicensed software. I know because I've tried it on my spare 3DS.

    Occasionally, one of the CIA's they'll install is just one of those video files that's playable from the Home Menu, but with the name & icon of a fake game attached. So if you StreetPass one of these people, they'll say they've played "Zelda: Twilight Princess 3D", or "Pokémon Sun & Moon Demo", or "PornHub" or something.

    I made one for "Mario Maker 3DS" a while back. Then, as of earlier this month, that actually became a thing. Now people probably think my spare, dummy 3DS belongs to a Nintendo Employee. Oops.
