    稼働していますが、他の建設中の建物が多すぎて、資材を生産しても建設中の建物のせいで、資材が貯まらないのです。

    見た感じ、建物の大きさを見て、資材を大量に消費しているため、資材工事Aは、4個しか資材を生産しないため、資材不足になっていると思われます。

    大きな建物を建てるとより資材が必要となります。 解消方法は資材工場を増やす事です。
