Very unlikely, Sakurai and the team work hard on these DLC, he even made them after the game was finish. They aren't too expensive, one $20 eshop card will be enough to buy the entire first collection for buy versions. If you only want the fighters, then with $20 you could buy up to 3-4 DLC fighters it depends on who you buy.

Nintendo is a business. The DLC they made takes time and money to develop. It's unrealistic to expect them to hand this stuff out for free.
