First go back to Celadon City and visit the Celadon Dept. Store. There, buy a bottle of Fresh Water from the rooftop vending machine. Then, leave Celadon and head east to the Saffron City gatehouse; once there, give the thirsty guard the Fresh Water you just bought, and he'll let you pass.

Another thing—the guard says he'll share his drink with the guards in the other three Saffron City gatehouses (west of Lavender Town, south of Cerulean City, and north of Vermilion City), so you no longer have to use the Underground Paths.

You're welcome! FYI BTW—the beverages you can buy from the vending machines at the department store rooftop are cheaper than Super Potions! And the Soda Pop and Lemonade heal more HP than Super Potions!

I'm serious! A Super Potion costs 700 Pokédollars—and only restores 50 HP. Lemonade from the vending machines costs half that (350 Pokédollars)—and it restores 80 HP! That's serious bang for your buck! Buying vending machine drinks is one of my fave ways to save money!
