    When you go to select a level, next to chapter it should say "User ###-###" you will see a bunch of empty stages and from there select Edit and you should be able to make your own map.

    Yeah, that is strange, I just checked the codes on a friend's 3DS, it took awhile but they worked. Either keep scanning and hope it goes through or try this. Scan the codes in the same spot where I have mine. It's odd but it's the only work around until I find something better
