Can Anyone Tell Me How To Get These Hard-To-Reach Badges?

You'll need four plays. First get the red badge by pushing the right side of the first yellow/green bar. Then do the same for the white badge; hit the right side of the second yellow/green bar. Then hit the right side of the third yellow/green bar to get it out of the way, and then hit the black badge, and both the black and blue badge will fall.

It can be more. Four is just the minimum amount of plays you need. Having more wouldn't be a bad thing, in case you aim wrong on one try; having an extra play then would still allow you to get all the badges!

Is It Possible To Get Those Badges Without Having To Get The Other Two?

No, since you need to get the middle and right yellow/green bars out of the way first.
