    Mew was one of the first event Pokemon as a milestone for the game's early success. Since it was so early in the game, I'm guessing GS did not want to give too many overpowered options for players so other Pokemon would get the chance to shine. Over a year of mindset changes and power creep culminated in Mew being one of the weaker non-Safari event Pokemon, but RMLs and SS make it much stronger.
