    If your people date long enough then they will want to get married. Play the marrige minigame, and a while later they will ask you if you think it is a good idea for them to have kids. Say yes and a little while later they will have a baby.

    1.Make sure you have a married couple 2. in about 24hrs-1week they will ask you if its a good idea 3.after you press yes it will take 24-48 hrs,its extremely rare for the miis to not have the child after you press yes.
