    Its a little difficult to explain go to the blind sages house and he will tell u however if u have done that and need help take your boat under arcadia and use it as an item while fighting the sea dragon.

    Yeah. Go to the seer's house West of Argonia, he'll tell you that you need a Sea Dragon to cast Gigaflash on it. (You MUST do this.) After that, zoom to the Seaveiw Church, get on the boat and go under the archway to the East, as you will always encounter a Sea Dragon under the archway. Once in battle, simply use the Magic Mirror as an item until he casts Gigaflash. Then it'll be fixed!
