When can you get to mt. Lanakali in pokémon sun?

I really want alolan vulpix & ninetales to defeat hapu... I'm checking in every day but I'm still not aloud. Or do you have to trade cz Hapu is part of the elite 4? note: If I where playing moon then I'd say sandshrew & sandslash ( or iceshrew & iceslash ) and the answers might be the same.
