    You can dodge it, but if you get hit, Anthem will still happen. But 820 kudos are given if you dodge it.

    I think it was supposed to happen. They probably knew players couldn't dodge then Seven Blades move the first time. So that's why it happened, but you can avoid the move its just hard to do so.
