    I started the level and ran by the flag, and was like "Wait a second. Was that? OMG it's Shadow's symbol." Too bad he didn't actually show up in the game. :/

    I'm thinking that if Shadow was in Fire and Ice, he would also gain fire and ice powers and try to use them to kill Sonic. Then he'll get kicked into a fissure and never be seen again until the end, where he notices that D-Fekt is dead, so he just says something pointless and walks away. That's basically what he does in the first two games.
