    Hmm, I think the timing of using the Moon Stone on Thicc depends on whether you want to be cautious or not. If I remember correctly, Nidorina remains a pure Poison type, but gets the Ground typing when she evolves to Nidoqueen. That would put you at a disadvantage against Misty. Unless you are confident that your Pikachu and other Pokémon can take on Misty, I'd advise waiting until afterwards.

    If you want Nidoqueen to learn Body Slam without using the TM, then evolve Nidorina before level 23. If not, then wait until it learns most of its moves.
