I've been trying to ask the same thing. So nothing even works on those blocks, when we play as GV?

No, you have to go around. Thankfully the areas with the blocks are loop shaped except it costs a bit of time to do it. For speed runs with Gunvolt, just skip it. For materials, go for it.
