    Get to the Wind Waker levels in Legend, or the Great Sea Map in Adventure. Monster Horns are the common drops of Miniblin captains.

    The Wind Waker levels in Legend Mode have Miniblins as the generic army, and they're all over the Great Sea Map, too. There's no need to name specific levels, as long as you're fighting Miniblins, you'll get plenty of Horns.
