    We generally think he's a Helmasaur since they like giving Zant costumes based off masked enemies.

    His robes look a little too light to be a Helmasaur, since they're more of an orange than yellow, but that's a good point. Though I think they would've made his eye parts darker in that case as well, like they did with the Mask-Mimic, but it doesn't have to be perfect. Though the Gemesaur King might have been a better idea. As for the Bee Guy...I seriously doubt it. Too minor a role.

    Hey! Agitha have a costume based on Crazy Tracy from Link's Awakening! Zant's costume can be based the Bee Guy. Bee Guy is a great character! He gives Link the net to catch Fairies!

    Agitha was also a minor character herself, so she doesn't count. Pointless addition if you ask me but that's not the topic at hand. I seriously doubt the Bee Guy has anything to do with this costume, since he has more color variety than Zant here (and I doubt they'd use hair color for his helmet thing). The Helmasaur idea makes much more sense.
